Circular Letter of Ministry of Manpower Regarding the New Online System

Implementation of Online System further delayed until November

Circular online system ministry of manpowerOn August 1, the Ministry of Manpower (MOM) issued circular number 5/2018 regarding the conversion of the current foreign worker system to the new system. The circular explains that the current application system will remain in place until October 31, 2018, as the MOM is currently implementing the new system with Immigration and the Online Single Submission System (OSS). MOM has thus postponed the implementation until November.

Currently we are already experiencing delays in the application of limited stay visa (VTT) applications at the online system of the Directorate General of Immigration due to their system maintenance in preparation of the integration. Similar delays may occur with the MOM in the upcoming period.

Please find below a translation of the contents of the circular letter:

  1. The online foreign worker application system (TKA Online) which is integrated with the OSS (One Single Submission) System and with the Immigration System is still under further development and improvement, and therefore the Expatriate Placement Plan (RPTKA) validation will still be submitted via the current TKA Online system.
  2. The issuance of the Renewal RPTKA is still using current mechanism, i.e.:
    1. For foreign workers that have work locations in more than 1 (one) province, the application is submitted to the Director of Control of Foreign Manpower Placement via TKA Online;
    2. For foreign worker that have work locations in multiple districts/cities within 1 province or within 1 district/city, the application is submitted to The Head of the Regional Labor or Licensing Department;
  3. The issuance of Renewal Work Permit (IMTA) is also still using the current mechanism, i.e.:
    1. For foreign workers that have work locations in more than 1 (one) province, the application is submitted to the Director of Control of Foreign Manpower Placement via TKA Online;
    2. For foreign worker that have work locations in multiple districts/cities within 1 province, the application is submitted to The Head of the Regional Labor or Licensing Department;
    3. For foreign worker that have work locations in 1 district/city, the application is submitted to The Head of the Regional Labor or Licensing Department;

The employer of the foreign worker is required to pay DPKK (DKP – TKA) based on the work location of the foreign worker.

  1. Until the integration of the TKA Online system with the Immigration System is completed, the renewal of the Temporary Stay Permit (ITAS) is still based on renewal of the IMTA.
  2. The submission process of the RPTKA and IMTA as mentioned in point (2) until (4) above shall remain in place until October 31, 2018.
